Listed as Private. [H-MIL-0004]BUSINESS: Records of the U. S. Department of the Treasury show that Philip Neff was employed by the U. S. Customs Service as a Customs Inspector and later as a carpenter at the Custom House on Canal Street in New Orleans. His career as a federal employee was at least ten years long (from September 1867 to June 1877). He was appointed an Inspector at New Orleans on September 4, 1867 at $4.00 per day and his position of carpenter at $1200 per year was abolished as of June 25, 1877. Philip Neff was included in the biennial reports: _Register of Officers and Agents, Civil, Military and Naval in the Service of the United States on the Thirtieth of September, [year]._ Washington: Government Printing Office. He is included in the years 1868, 1870, 1872, 1874, and 1876. [H-BUS-0001]

This letter is in reply to your letter dated 11 Jan 1984. In that letter you requested the location of St. Clair County (IL) naturalization records for 1816 to 1905. I have enclosed copies of my preface to the book, "St. Clair County, Illinois Naturalization Index, 1816-1905" [by Robert Buecher, Copyright 1976, Heritage House, Rt. 1, Box 211, Thomson, Illinois]. In that preface it states that after I compiled my index and the county offices were in the new courthouse, the original records and index (which I published) could no longer be found. Many ofus in our local genealogical society feel that they simply threw out many of the old records when they left the old courthouse. The original custodian of these records was the Circuit Clerk of St. Clair County. Several months ago, a member of our St. Clair County Genealogical Society again checked with the Circuit Court Clerk to see if these records have ever shown up, but none before about 1906 could be found. The only record that exists is the photocopy of the index book which I made and from which I prepared my book for publication. Anna would have been about 11 years old when her grandmother Villhard died. What does she remember about her?
Only that she had a number of cysts on her head and usually wore a bonnet. When they lived on the farm, they always had a lot of company on Sundays. They often had dances at their home also. I remember my Grandfather John Villhard saying he felt that people took advantage of his parents hospitality, and John did not extend that sort in his home. I got the impression that it became a financial burden to his parents. In 1850, Elisabetha Neff bore a child out of wedlock, Adam Neff. Elisabetha Neff and her son Adam, along with her husband-to-be, Peter Villhard, emigrated to the United States in 1854. They arrived in New Orleans, Louisiana, on 28 Dec 1854, and perhaps were married there, although no record has been found to date. In spring of 1855, they apparently took a steamboat up the Mississippi River. Their first child, a son Peter, was apparently born on the boat on 26 Apr 1855, as his birthplace in the 1910 federal census is listed as "on river near Cairo." They settled in St. Clair County, Illinois.
It is unclear whether the father of Adam Villhard was Peter Villhard, although it appears unlikely. The true father may never be known.
